Sex and the Welfare State
Jurgen Van Acker is 27 years old and severely handicapped. He cannot walk, talk, sit or eat, but mentally there is nothing wrong with him. With the help of his computer he can communicate. Recently he became a television celebrity in Belgium when he asked that the welfare office pay his prostitutes.

Prostitutes? That's ridiculous
The state should offer a solid safety net against misfortune and real hardships. It should focus on the bottom rung of Maslow's hierarchy of needs, the "safety" rung as Maslow calls it.
Sexual intimacy is one rung further up in the "love" rung along with friendship and having a supportive and communicative family. If Belgium pays for this guy's prostitutes, they will find themselves obligated to pay his friends and his family.
Utterly ridiculous.
