China seen topping U.S. carbon emissions in 2007.
China is on course to overtake the United States this year as the world's biggest carbon emitter, estimates based on Chinese energy data show, potentially pressuring Beijing to take more action on climate change.
China's emissions rose by some 10 percent in 2005, a senior U.S. scientist estimated, while Beijing data shows fuel consumption rose more than 9 percent in 2006, suggesting China would easily outstrip the U.S. this year, long before forecasts.
China received a special dispensation from the Kyoto protocols because their economy is relatively young. But China is so big and is growing so fast that it won't be long before their emissions dwarf those of the rest of the world, even on a historical scale.

Shame we don't have a moral leg to stand on...
Bummer that America and Australia both blew off the Kyoto Treaty (or really any sense of moral responsibility for dramatic climate change) because now that China is going to be the world's biggest polluter, we can't say they should submit to reduction in greenhouse gases.
We can send our ambassadors, but I'd hate to have to deliver the 'do as we say, not as we do' message.

I'm waiting for the environmental nazis to regulate the amount of beans a person can eat. Flatulance is a bigger problem than CO2. Especially that coming from their camp.
The nonsense they put out like penguins and polar bears are drowning because of global warming shows that they will say anything for funding.
It would be fine for them to spend their money on the issue but Noooo! They want to spend our money on it...

prying1 - do you have any facts to back up your assertions? I've never heard anything regarding your assertion related to human flatulence or wanting to spend 'our' money on polar bears drowning.

Suppose we had the (Kyoto conferred) enviro "cred". What would you say to the Chinese (or Indians) then, as ambassador?
p.s.: I think prying1 is refering to the polar bear extinction scare, which scare I believe is nonsense. I am not sure about penguins, but I think the flatulence-C02 comment was sarcastic so I am not expecting any facts to be forthcoming...

I don't have all the answers, but I suppose America could have a carrot and stick approach. Assume that we signed 6 years ago. We would have learned a lot about conservation and improved technology. We could offer to share those thing with China and India to help smooth their transition into a developed country quality of life.
It is certainly in China and India's interest to make sure that dramatic climate change doesn't destroy their own countries. Something like 85% of China's 1.2 billion people live on flood plains in the east of the country. India's major cities in the north are also on the flood plain of the Ganges. Both have big deserts, so desertification is a concern.
Should they not want the carrot, then America could slap Kyoto-tariffs on good that either contribute to greenhouse gases directly (i.e. cars made with parts from China or India) or contribute when used/disposed of. The financial incentive seems to get India's and China's attention right now, so that may be a more valuable discussion point for reducing greenhouse gases.
Like I said, I don't have all the answers, but that is where I'd start IF WE HAD AGREED TO THE KYOTO PROTOCOL. I don't know where I'd start now. Maybe with a 'please.'
